The Urban Community of Dunkirk is a consortium of cities and towns located in the north of France and the Calais Strait region. Founded on October 21st, 1968, the Community is the first in its likes in France. Since 1969, it has been carrying out its due functions, including regional economic development, waste treatment, residential conditions, traffics, energy, the usage of water and sewage disposal in cities, urbanization and road administration management.  Composed of 21 cities and towns and their affiliated ones, the Community has a population of about 200,000 and an area of 299.89 square kilometers. Within it, Dunkirk is the most important part, with an area of 43.98 square kilometers and a population of 100,000 or so.
