Dr. Zhang Haiwen currently serves as director and researcher at the China Institute for Marine Affairs. Her research fields include law of the sea, marine security and marine strategies and policies. She is one of the experts who enjoy State Council Special Allowance and received a grand prize and a third prize for technological innovation from the State Oceanic Administration. Due to her high expertise, she was awarded as one of the most influential person in maritime fields in 2012. Dr. Zhang holds a LLM (1992) and a J.D. (1995) from Peking University Law School.
