Fu Cong, China’s Permanent Representative to the UN, stated that President Xi Jinping put forward a comprehensive set of Chinese proposals at the opening ceremony of the conference. These proposals covered building a global AI governance system, upholding a people-centered and morally-sound approach, helping the Global South bridge the intelligence gap, establishing a World Artificial Intelligence Cooperation Organization (WAICO), and supporting the UN’s role in global AI governance, all of which made significant contributions to global AI governance. China will uphold the principles of open source, openness, win-win cooperation, and extensive consultation, joint contribution and shared benefits. On the broad platform of the UN, China stands ready to work with all parties to deliberate on major issues concerning the future of global AI governance. 

United Nations Special Envoy for Digital and Emerging Technologies Amandeep Singh Gill said the World AI Conference is of landmark significance and expressed hope that WAICO would engage in close collaboration with the UN. Song Haitao, a member of the UN’s Independent International Scientific Panel on AI, also shared his experience attending the conference. 

On July 16, 29 countries from Asia, Africa, Latin America and Europe signed the Agreement on the Establishment of the World Artificial Intelligence Cooperation Organization, becoming founding members. This marks an important milestone in advancing China’s initiative to establish WAICO. 

According to the organizers, representatives from over 70 countries and international organizations attended the briefing. Participants congratulated China on the successful convening of the World AI Conference, spoke highly of President Xi’s important views, propositions and cooperation initiatives on AI governance, welcomed the establishment of WAICO, and expressed their readiness to jointly implement the cooperation initiatives announced at the conference. They voiced support for strengthening capacity-building in developing countries to achieve inclusive, shared and mutually beneficial outcomes.
