
On November 7, 2023, the Blue Paper on Marine Culture: Report on the Development of China's Marine Culture (2023) was officially released at the 2nd Fujian Marine Culture Forum held in Quanzhou. This paper is the fifth in the series of Blue Papers on Marine Culture.

Blue Papers on Marine Culture are the first paper series with the theme of marine culture in China, which is jointly developed and edited by the Center for Publicity and Education of China’s Ministry of Natural Resources, Fuzhou University and Fujian Marine Culture Research Center. Since its first publication in 2019, on behalf of Chinese academic circles, the Blue Papers on Marine Culture summarize the development process of Chinese marine culture year by year, interpreting real-time trends in the marine culture industry, marine awareness education, marine heritage protection and marine culture research. The publication of the Blue Papers on Marine Culture is an important cultural measure to build a maritime power.

According to the Blue Paper on Marine Culture: Report on the Development of China's Marine Culture (2023), the development of China's marine culture fell into twists and turns in 2022. The marine cultural industry faced many uncertain factors, and the marine tourism industry experienced negative growth. The new edition of Classification of Marine and Related Industries was officially implemented, "coastal tourism" was renamed as "marine tourism", and new business models such as cruise tourism and coastal Recreational vehicles were included in the classification system, which reflects that the understanding of the marine cultural industry is being constantly updated. After COVID-19 pandemic's prevention and control policy was adjusted to Class B management, it is expected that marine cultural industries such as marine tourism and marine exhibitions will usher in a strong recovery in 2023.
With the support of information technology, marine awareness education resources are showing a trend of infiltration from coastal areas to inland and from cities to township schools. A number of ocean-themed boutique exhibitions have been selected as "Top 100 Exhibitions of Museum in the New Era". The research results related to marine culture have been further reduced, but academic exchange activities continue through the combination of online and offline formats. With the revision and improvement of relevant laws and regulations and the continuous development and innovation of technology, a number of breakthrough achievements will be made in underwater archaeology, especially in the field of deep-sea archaeology in 2023.
